City of Tshwane Mayor Dr Nasiphi Moya’s state of the Capital Address speech has drawn different reactions from various political parties.
The speech was delivered on Thursday at the Tshwane Council chambers.
Opposition parties in the City of Tshwane Municipality Democratic Alliance and FF Plus openly rejected the Mayor’s speech and showed their disapproval by raising placards at the time she was delivering her speech at the Council podium.
Some of the placards read “No water in Ikageng,” while others read “No electricity in Soshanguve.”

Speaking to Tshwane Talks after the budget speech, DA leader in Tshwane Cilliers Brink said there was nothing new in what was said by Mayor Dr Nasiphi Moya in her speech.
“I am very disappointed because everything that was achieved in the City of Tshwane was achieved by the DA-led Coalition government over the last 18 months and not by the ANC/EFF/ ActionSA alliance.
“As the DA we said from the very beginning that the Mayor must outline hee vision and agenda which are distinct from the things that were done by the DA-led Coalition at the time she was Deputy Mayor but unfortunately she failed to do so,” lamented Brink.
Brink insisted that the improved financial situation in the City of Tshwane and the fact that more residents pay their Municipal bills frequently are functional works of the DA under his leadership in the past.
He mentioned Tshwane Ya Tima initiative as an achievement of the DA.
Brink decried the fact that Mayor Moya has decided to take away money from water and electricity projects and instead embarked on using water tankering system and security companies that have links with current Deputy Mayor Eugene Modise.
He also complained about increased property rates which will be paid by City of Tshwane residents as of 1 July 2025.
FF Plus leader Sakkie Du Ploy said she regards Moya as a credible person but has doubts as to whether Moya will deliver on her promises.
“The problem here is not Moya but the team that she works with, so if the officials are going to do their jobs then we will have success,” said Du Ploy.
He lamented the fact that the City of Tshwane is cash-strapped due to people who don’t want to pay their rates and taxes, including business people.

South African Municipal Workers Union (SAMWU) Regional Secretary Donald Monakhisi complained about the fact that the Mayor has failed to implement the 3,5 and 5,4% salary increases that are owed by the City of Tshwane to its workers.
He also pointed out that there are lots of vacant positions in the City of Tshwane and that the intended intake of 200 TMPD officers is very low as at least 1000 such officers should be recruited because in actual fact vacant positions amount to 5000.
“We are very happy with the Mayor’s speech and our expectations are that the issue of the 3,5% and 5,4% salary increases shall be resolved as well as the issue of dismissed City of Tshwane Municipality workers,” said ANC Greater Tshwane Caucus Spokesperson Joel Masilela.
