Kwanele Officers Cleaners and Allied Workers Union of South Africa [KOCAWUSA] is a newly established trade union representing workers in the Private Security and Cleaning Sectors across the Republic of South Africa.
1. Our Concern
KOCAWUSA is deeply disappointed by the statement issued by the Executive Mayor of Tshwane Municipality, supported by coalition partners ANC, EFF, and ActionSA. The statement claims that 100 security officers will be insourced by the City of Tshwane.
This announcement ignores the reality that 400 to 500 private security officers lost their jobs on 1 April 2026 following the City’s reduction of sites.
2. Our Demand for Transparency
KOCAWUSA demands that the City of Tshwane publicly disclose:
– The criteria that will be used in this insourcing process.
– Whether positions will be advertised and what the requirements will be.
– Whether this is a genuine absorption of the private security officers currently working in Tshwane under service providers, or a new recruitment process.
Workers deserve clarity, not political statements made during election periods.
3. Stop Misleading Workers
We call on political parties to stop misleading private security officers and the public.
Insourcing is not the same as automatic absorption.
If posts are to be advertised, then requirements such as Matric Certificate and age limits will apply, and current officers risk being excluded.
Promising “all 100 officers will be absorbed” while knowing the process is insourcing is misleading and amounts to vote-seeking.
4. Our Position
KOCAWUSA will not stand by while workers are misled.
If the City proceeds with insourcing under false pretenses, we will challenge the process in court and apply for an interdict.
Insourcing is not absorption.
