The African National Congress (ANC) Greater Tshwane Region successfully convened a Special Regional Executive Committee (REC) meeting on Monday, 22 June 2026, in compliance with the directive of the ANC
Electoral Committee regarding the process for the recommendation of mayoral candidates for the City of Tshwane.
The Special REC meeting followed the findings of the ANC Electoral Committee, which determined that the initial process undertaken by the Region had not complied with the prescribed procedural requirements of the ANC Candidate Selection Rules, Guidelines and Procedures.
The Electoral Committee consequently directed that the process be rerun in accordance with organisational prescripts, including the proper sequencing of deliberations through the Regional Office Bearers (ROB), the Regional Working Committee (RWC), and ultimately the Regional Executive Committee (REC).
The ANC Greater Tshwane Region fully complied with the Electoral Committee’s directive and, following further authorisation granted by the Office of the Secretary General, reconvened the process to ensure that all organisational requirements were met.
The Special REC meeting formed a quorum and all REC members eligible to participate in the voting process cast their votes.
Following robust deliberations, the REC resolved itself into a secret ballot process and recommended the following three candidates, in order of priority, for consideration by the relevant structures
of the African National Congress:
1. Cde Aaron Maluleke
2. Cde Dipuo Moropa
3. Cde Phumeza Mangcu
The ANC Greater Tshwane Region wishes to emphasise that the Special REC meeting formed part of a broader organisational process prescribed by the ANC Candidate Selection Rules, Guidelines and Procedures.
In terms of these provisions, the REC is mandated to recommend three candidates to the Officials of the ANC, who will consider the submissions together with all other relevant organisational inputs before a final determination is made through the appropriate structures of the movement.
The recommendations of the REC therefore constitute one important step in the process and should not be construed as a final decision on the appointment or deployment of a mayoral candidate for the City of Tshwane.
The final outcome remains the responsibility of the higher structures of the African National Congress in accordance with its constitutional processes and organisational prescripts.
The ANC Greater Tshwane Region has accordingly submitted its recommendations to the relevant structures of the movement and remains confident in the integrity of the process and the wisdom of the organisation’s collective decision-making mechanisms.
The Region is equally confident that the comrades recommended by the REC possess the experience, leadership capacity and commitment necessary to contribute meaningfully to the project of strengthening governance, accelerating service delivery and improving the quality of life of all residents of the City of
Tshwane.
