The ANC Greater Tshwane Regional Executive Committee is pleased with the City of Tshwane’s financial turnaround announced in
the 2026/27 budget delivered by Deputy Executive Mayor Eugine Modise who is also the Finance MMC under the theme From Recovery to Renewal: building a better Tshwane.

The budget, the second fully funded, shows significant progress made in efforts to bring the city’s debt under control with commitments to key creditors such as Eskom and water boards met consistently without fail, saving tens of rands in interest.

Modise who is also the regional chairperson has been uncompromising in his resolve to place the city in a sound financial position following a ruinous 8 years under DA control during which obligations to creditors were never honoured while large parts of the municipality, particularly townships went for years without basic services.

The Budget Speech outlined a second fully funded fiscal framework aimed at sustaining the City’s turnaround strategy, strengthening service delivery, improving financial stability as well as ensuring that municipal resources are effectively directed toward the needs of residents and businesses with the following priorities.

• Priority 1: Financial Stability and Revenue Enhancement
• Priority 2: Economic Revitalisation and Investment Attraction
• Priority 3: Infrastructure Development and Service Delivery Acceleration
• Priority 4: A Safe and Clean City
• Priority 5: Social Services and Community Well-being: Sustaining a Caring City • Priority 6: Strengthening Governance and Customer Care

The ANC applauds the regional chairperson in his capacities as Deputy Executive Mayor and Finance MMC for leading the coalition government steadily in stabilising the city’s finances while restoring service delivery across the capital shaming the corrupt and racist DA which spent 8 years serving only affluent areas and failing even at that.
