TSHWANE MAYOR’S FAILURE LEADS TO DODGY CFO’S RETURN

This morning Tshwane CFO Gareth Mnisi returned to work at Tshwane House while disciplinary proceedings against him have not yet commenced.

Mnisi’s three-month suspension has expired, and Mayor Nasiphi Moya has failed to recommend to the Tshwane Council that Mnisi’s suspension be extended.

Action against Mnisi was triggered by testimony at the Madlanga Commission, including indications that Mnisi discussed security tenders with representatives of the ANC and the EFF.

A forensic investigation ordered by the City confirmed that Mnisi failed to disclose his financial interests for two consecutive financial years and did not declare his relationship to bidders of the City.

Despite these findings, the ANC and the EFF voted to classify the allegations against Mnisi as “less serious”.

If this decision is not reversed by a court of law, it will give Mnisi a soft landing, even if he is eventually found guilty.

We believe that unlike Johann Mettler, the City Manager suspended at the behest of the EFF, Mnisi’s presence at the workplace places him in a position where he could commit further misconduct.

This lends urgency to the review of the Mnisi decision by the Gauteng High Court.

The DA will also prepare a motion for the Council to consider a further suspension of Mnisi pending the finalisation of disciplinary proceedings against him.
