City of Tshwane Municipality Mayor Dr Nasiphi Moya has revealed that several City of Tshwane Municipality officials are working with illegal Chinese immigrants to condone prostitution in Tshwane.

In a video circulating on social media, the Mayor announced that the prostitution racket was discovered during a by-law enforcement operation on Tuesday 11 November 2025 at corner Bloed and Brown Streets in Sunnyside.

“This is one of the most chaotic areas that we haven’t been paying attention to all along in the Tshwane CBD and during the operation we discovered that there is a group of illegal Chinese immigrants who are running a prostitution ring; sell fake lcohol and that they have also employed illegal foreigners to work at this compound,” said Moya.

“The compound has lots and lots of rooms wherein prostitution takes place,” she said.

“15 women and 15 young men have been arrested at this compound after being found to be in the country without proper documentation,” she said.

Moya bemoaned the fact that some City of Tshwane Municipality officials are not loyal to the efforts, aims and objectives of the Municipality regarding the enforcement of by-laws, but were instead perpetuating lawlessness.

“Several City of Tshwane officials will be arrested regarding this matter because the illegal Chinese immigrants running the compound have confessed that they pay R5 000 every now and then to these officials so that they can continue with their illicit criminal activities at the compound” she said.

She pointed out that the sophisticated manner in which the illegal electricity had been connected at the compound bears testimony to the fact that there are Municipal officials involved in this racket.

All illegal Chinese immigrants together with all the people found to be working at the premises illegally have been taken into custody.

“We won’t leave this place; we will be camping at this place; we are going to clean it and in the next few weeks this place is going to look different,” enthused Moya.

She said the by-law operations are part of the Municipality’s mission called “Reclaim Our City,” which entails restoring law and order in the City of Tshwane, revitalising the inner city and enforcing adherence to Municipality by-laws.

These efforts include taking back hijacked buildings as well as derelict ones as they are being used illegally and are also not safe because they are inhabitable.
