For the umpteenth time now workers’ organisation South African Cleaners Security and Allied Workers Union (SACSAAWU) is demanding that the City of Tshwane Metro must insource all cleaners and security guards doing duty at several buildings owned by the Metro.

At the moment such cleaners are employed by labour brokers, who are known as “service providers.

Now to drive their point home yet again in demand for insourcing, the concerned workers marched from the Princess Park in the Pretoria CBD to the headquarters of the Metro, Tshwane House to deliver their petition on Friday.

SACSAAWU Secretary General Andries Diphapang Potsane told Tshwane Talks that they have noticed that the so-called service-providers are not complying with the regulations of employment and dye to this very fact, their members have mandated them to demand that the Metro must terminate the contracts of these services providers and then insource all cleaners and security guards rendering services for the Metro.

“It is not the first time that we are coming here at Tshwane House to protest and deliver memorandums; we have at various times over many years been camping here, singing here and marching here, but our Municipal government doesn’t want to listen to us,” lamented Potsane.

“Since the present labour broker company took over as our employer in 2022, we have been experiencing nothing but problems, so we wrote to the City of Tshwane to deal with all labour brokering companies which flour labour law stipulations.

Potsane revealed that SACSAAWU members will shut down all City of Tshwane buildings on 1 April 2025 by making sure that no security guards or cleaners are on duty on that day if their demands are not met.

“We want insourcing to take place with immediate effect or alternatively, the Metro must terminate the contracts of non-compliant service providers and bring in new ones,” he said.

Their memorandum was received by Katlego Mphahlele, an official from the office of the City of Tshwane Mayor Dr Nasiphi Moya.

Mphahlele told Tshwane Talks that the issue of insourcing has been deliberated optimally in the City of Tshwane Council meetings and that 100 posts have now been made available for the purpose of insourcing cleaners.

“Proper feedback regarding the workers demand will come from the office of the mayor in due course and the workers shall be duly informed about it,” said Mphahlele.
