ActionSA welcomes the work the City of Tshwane’s Municipal Public Accounts Committee, chaired by ActionSA, which successfully passed several reports addressing irregular expenditures and welcomed the city’s decision to recover millions from corrupt officials.

The reports passed on June 24 shed light on irregular expenditures that have occurred over recent fiscal periods, highlighting instances where municipal funds were expended without proper authorization or in violation of established financial protocols.

The Section 79A Committee has recommended an irregular expenditure of R246 million for recovery in the 2023–24 financial year.

The MPAC has been meticulously reviewing financial activities within the municipality.

The Committee’s thorough investigation and analysis have been instrumental in identifying these discrepancies and formulating robust recommendations for recovery actions.

The core principles of ActionSA are accountability and transparency, and we therefore remain committed to upholding these principles in municipal governance.

This outcome is a crucial step in ActionSA’s ongoing efforts to ensure that every cent of public money is spent responsibly and in accordance with our laws and regulations.

The irregular expenditures identified in these reports undermine public trust and detract from
the resources available for essential services.

By taking decisive action to recover these funds from the officials responsible, ActionSA is sending a clear message that financial mismanagement will not be tolerated in the City of Tshwane.

The recovery process will be conducted in a manner that is guided by legal frameworks and municipal policies.

Each identified case will be pursued with due diligence, ensuring that the recovery of funds is executed efficiently and effectively.

The officials found responsible for these irregular expenditures will be held accountable in accordance with the law, and appropriate disciplinary measures will be instituted as necessary.

Furthermore, the MPAC acknowledges the importance of preventative measures to avert future occurrences of such irregular expenditures.

To this end, the Committee will be engaging with various municipal departments to enhance internal controls, reinforce financial management frameworks, and provide comprehensive training to officials on compliance and ethical conduct in financial matters.
