The Democratic Alliance (DA) in Tshwane is deeply concerned with the wholly inadequate, slap-on-the-wrist sanction imposed on the ANC’s Tshwane Deputy Mayor and MMC for Finance, Eugene Modise, who has been fined the equivalent of just two months’ salary after it was found that he financially benefitted from a municipal security contract.
In November 2024, the DA first raised that Modise was possibly financially benefitting from the City through a company called Triotic Protection Services.
In February 2025 we publicly called on the mayor to investigate Modise’s potential benefit.
More than a year later, Modise is finally exposed, found guilty and the sanction is nothing more than a slap on the wrist.
Public representatives are expressly prohibited from benefitting financially from contracts with the municipality in which they serve.
The DA advocated for Modise’s removal as councillor, yet he was protected by the ANC coalition.
Modise’s political protection is not new; the Mayor, ActionSA’s Nasiphi Moya, has over many months sat on the report of Modise’s guilt, failing to act.
Even after the very contract from which Modise continues to benefit up to R3 million a month from has been under scrutiny at the Madlanga Commission.
Modise’s company, Triotic Protection Services, has been named explicitly as one of the entities benefitting from these irregular arrangements and yet he still remains Mayoral Committee Member for Finance under the protection of Moya and the ANC.
Against this backdrop, a fine of less than R200 000, while Modise still remains in control of Tshwane’s public purse and pays himself R3 million a month, is an insult to law-abiding citizens across the City.
We are not leaving this matter here, we have already opened a criminal case of corruption against Modise and will submit additional evidence to the Hawks.
The DA has also exposed mafia rings of corruption in contacts for watertankers, waste collection and security services that involves Modise.
This information has been submitted to the Madlanga Commission to help them in their probes of corruption in the City.
The Commission has acknowledged our submission and we are available to work with the investigators and evidence leads to ensure that Tshwane becomes corruption free.
