CITY OF TSHWANE CONFIRMS FULL AND TIMELY COMPLIANCE WITH HIGH COURT RULING ON CLEANSING LEVY

The City of Tshwane confirms that it has now achieved 100% timely compliance with
the High Court rulings of 31 July 2025 and 18 November 2025 relating to the R194 cleansing levy, marking a significant milestone in the City’s commitment to lawful,people-centred governance.

Following its public undertaking on 21 November 2025, the City has completed the full reversal and crediting of all affected accounts that were incorrectly billed the cleansing levy from July 2025.

All qualifying households using private refuse collectors are now correctly billed, with no residual or delayed charges reflected on current accounts.

This outcome follows the successful reversal and crediting of more than 90% of impacted accounts by early December, as well as focused system interventions to resolve outstanding partial charges that had appeared on a limited number of
properties’ accounts during the billing cycle.

Through continuous daily monitoring and
corrective controls, these matters have now been fully resolved.

The City acknowledges the inconvenience experienced by residents and businesses
during this period and thanks customers for their patience and cooperation.

Importantly, this process demonstrates the City’s ability to act decisively, correct errors, and place residents interests at the centre of its operations.

By bringing all affected accounts into full alignment within the prescribed timeframes, the City affirms its respect for judicial authority and its constitutional obligation to implement court decisions completely and without delay.

While the ruling has had a material impact on waste-management cost recovery,the City has prioritised
compliance, transparency, and public trust above short-term financial considerations.

The City of Tshwane remains firmly committed to accountability, sound financial governance, and sustainable service delivery.
