A text notification shared by a beneficiary with Felicity Guest explicitly admits:
“Kindly be advised that DOJ has turned off EFT payments due to fraud.

You may come and collect MTE monies from our office between 8h00 and 13h00 and 14h00 and 15h00.

Kindly note that the system is off line at this time so today will not be a good day.

Kindly contact me tomorrow to confirm that MOJA PAY is back on line.”

𝟯. 𝗧𝗵𝗲 𝗖𝗿𝘂𝗲𝗹 𝗥𝗲𝗮𝗹𝗶𝘁𝘆: “𝗡𝗼 𝗠𝗼𝗻𝗲𝘆 𝗔𝘃𝗮𝗶𝗹𝗮𝗯𝗹𝗲”

Despite local offices instructing mothers to physically travel to courts for manual collections, the backup infrastructure has entirely collapsed.

After being advised to go to court a mother who has been waiting for the funds since 15 July spent her last remaining funds on transport to queue at the court, only to be turned away empty-handed and told there was “no money available.”

The funds have legally left the employers’ bank accounts via mandated garnishee deductions, yet the state is failing to distribute them.

𝗧𝗵𝗲 𝗣𝗿𝗶𝘃𝗮𝘁𝗲 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲

When backed into a corner by journalists following the trail of Felicity Guest’s national radio broadcasts, the DoJ&CD media team chose to distribute a carefully controlled, unpublicised statement on 1 August 2026 strictly to reporters, refusing to upload it to their national newsroom portal.

Forensic investigators were appointed to analyse a batch of transactions to verify their accuracy and ensure the integrity of the payment process.

At this stage, we are not in a position to comment on whether the matter constitutes a security breach.

Any determination in this regard will be made once the forensic investigators have completed their analysis and concluded their investigation.

The Department is working diligently to resolve the matter and ensure that all beneficiaries receive their payments as soon as possible.

The Department sincerely regrets any inconvenience caused by this process and assures all beneficiaries that the matter is receiving the highest priority and is being addressed with the utmost urgency.”

𝗖𝗿𝗶𝘁𝗶𝗰𝗮𝗹 𝗤𝘂𝗲𝘀𝘁𝗶𝗼𝗻𝘀 𝘁𝗵𝗲 𝗦𝘁𝗮𝘁𝗲, 𝗣𝗮𝗿𝗹𝗶𝗮𝗺𝗲𝗻𝘁, 𝗮𝗻𝗱 𝗣𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗣𝗮𝗿𝘁𝗶𝗲𝘀 𝗠𝘂𝘀𝘁 𝗔𝗻𝘀𝘄𝗲𝗿

The evidence gathered by Felicity Guest raises catastrophic questions regarding state accountability, legislative compliance, and the total abandonment of South African children:

Under South Africa’s strict Protection of Personal Information Act (POPIA) and cyber-governance mandates, state entities are legally compelled to immediately and transparently broadcast data disruptions and suspected breaches to the public.
