S79 Chairperson: Community and Social Development

The Section 79 Committee responsible for Community and Social Development, led by the Chairperson, Cllr Rebecca Monchusi, recently undertook an inspection in loco at Caledonian and Refilwe Stadiums to assess the current state of developments and progress at both facilities.

The City of Tshwane is currently finalising an arbitration process with a former service provider, contracted to work at the Refilwe Stadium.

A new service provider has been appointed to complete the remaining 5% of work, which is envisioned to be completed over the next 6 months.

Chairperson Monchusi notes the notable endeavours are underway at the Caledonian Stadium, including a forensic investigation into developments at the stadium since 2021.

Furthermore, through the Group Property Department, the City is planning a short-term commercial agreement with RainProp, a private entity, to lease Caledonian Stadium for three years for a project they are working on with the Department of Trade and Industry (DTI). Under this agreement, RainProp will revamp and upgrade the facility’s services, while the city expects to collect R150,000 per month in revenue.

This agreement is subject to the City Manager’s approval, as lease agreements of three years or less do not require council approval.

The City’s long-term vision for Caledonian Stadium involves
preserving its recreational heritage identity while integrating commercialization to generate revenue
and promote community development.

The Section 79 Committee will closely monitor these developments to ensure
that the projects align with the City’s plans, policies and benefits of the residents of Tshwane.
