MPAC Chairperson, Godwin Ratikwane, has called a report on the alleged corruption by TMPD Officials at City’s Pound Depot in Region 3.
During a Special Section 79 Municipal Public Accounts (MPAC) Committee on the 19 September 2025, the Chairperson, Cllr Godwin Ratikwane called for a report on the alleged corruption at Tshwane Metro Police Department’s (TMPD) Pound Depot in Region 3.
This comes after the pre-inspection oversight conducted by the Chairperson
on Tuesday 16 September 2025.
A meeting with the city officials onsite formed part of the Chairperson’s oversight visit, and they too confirmed that there are elements of corruption at the pound, mainly because of the lack of internal security, which makes it difficult to prevent the corrupt
activities by TMPD officials.
The lack of security measures at the pound plays a role in enabling corruption, with unidentifiable security officers, with no uniform or nametags controlling access to the depot.
There are further allegations that there is a possible collaboration between
security officers and TMPD officials in those activities of corruption.
What is concerning to the Chairperson is that the depot does not have any operational CCTV cameras to monitor the activities taking place in the area which allows for these alleged corrupt activities to take place
easily.
Officials who openly spoke out about the alleged corruption, have also brought it to the Chairpersons attention that they are often threatened, for them to remain silent.
The report will be tabled at the next Section 79 MPAC meeting, where the Chairperson hopes to get a better understanding of worrisome situation at the depot and what mitigating factors will the TMPD management put in place to curb the alleged corruption taking place.
