MEMORY LAPSE OF THE DESPERATE MEMBER OF DA THEMBA FOSI ON WAPADRAND SUBSTATION-MMC BOSHIELO

The DA had 3 MMCs for Utility who presided over the work of Contractor on
Wapadrand Substation via his social media statement, which is unfortunate and at worst desperate politricks character of Cllrs of DA who cannot accept that they are no longer MMCs.

It is known fact that during the reign of DA, contractors were sent from
pillar to pillar (months) without being paid for certified invoices which was in breach of contractual obligations.

On behalf of the Multiparty Coalition Government, I , Tshwane MMC for Utility
Services, Cllr Frans Boshielo responsible for Water, Sanitation,Energy and Electricity Business Units, hereby inform the community that Wapadrand Project is a refurbishment of brownfeed 132/11kV substation after two incidents of fire.

The project is aimed at stabilising the supply of electricity in the area and to cater for future growth.

This project was based on segregated designed to separate the stages to avoid similar experiences of fires.

The facts of the matter on the issue are as follows:

1.The project to refurbish Wapadrand was initiated during the so called failed years of DA as the project was awarded in December 2021 and the Contractor took site in March 2022.

2.The work for the refurbishment of the Substation comprised building a 3 stages and thus fa stage C (100%), which his fellow Cllr Uys and De Klerk was on site for inspection.

3.Stage A & B of the building including final pavements seating at (80%).

4.Under the DA contractors were not paid for invoices submitted resulting in the Contractor seeking a cession for Switchgear panels in January 2024, which was approved in Many 2024 (all these under the leadership of Themba Fosi (Mr Amnesia).

5.The Payments for cession was only paid in September after the DA was booted out.

6.Only then the switchgears manufacturing started and Factory Acceptance Test (FAT)was done in July 2025.

7.The delays in payments resulted in the seeking contract extension to ensure
delivery, installation and commissions, which was granted until December 2025.

8.Contrary to the lies by Fosi and his DA that of R117 million, (100%) expenditure has been realised to project that is not commissioned, the reality is project expenditure is seating at R72 million (70%).

This administration remains steady fast to complete the projects that DA failed to ensure delivery and to that fact we will not be deterred by wounded Themba Fosi.
