A video is trending on social media suggesting that an illegal foreign Spaza shop owner tried to bribe City of Tshwane Mayor Dr Nasiphi Moya.
In the video the illegal foreigner is engaged in a telephonic conversation with the Mayor and identifies himself as chairperson of the so-called Somali Shopkeepers Association of South of Africa.
“I have been looking forward to seeing you for a long time now and I am happy that you have returned my call,” says the foreigner to Dr Nasiphi Moya in the video.
“I want us to discuss the issue of non-compliance regarding the Mams Cash and Carry Store which you shut down recently,” says the illegal foreigner in the video as he insists that his shop is now complying with the City of Tshwane by-laws and should therefore be reopened.
But the Mayor points out to him that he (the illegal foreign Spaza shop owner) is not in compliance with the City of Tshwane by-laws because he has built his property on a servitude, has a fuel tank without proper documentation and has built property without the approval of the City of Tshwane Municipality.
The Mayor then puts it to the illegal foreign Spaza shop owner that he has tried to bribe a certain Councillor with R150 000.
“Is this the way you work in your country? Why are you disrespecting our laws? Are we a banana republic to you? Do you come here and do as you wish?” fumes the Mayor in the video.
At this stage the inarticulate foreigner can not respond audibly and the Mayor continues with her tirade.
“You don’t pay taxes, you keep cash that amounts to a million rand on your property and you keep illegal immigrants on your property,” says the Mayor.
“We can’t just tell you (out of the blue) that the people that you have employed are illegal immigrants, we are not crazy,” fumes the Mayor again.
“I don’t know what you normally do with other politicians but you can’t bribe me to break the by-laws of our city as well as the laws of our country and you must learn our laws and once you have done that then we can talk,” says the Mayor before dropping the phone.
