Today, the City of Tshwane Municipal Council considered the final report of the
independent investigation into allegations of misconduct against the City Manager, Mr
Johann Mettler, conducted in terms of Regulation 5(3) of the Local Government:
Disciplinary Regulations for Senior Managers, 2010, following a resolution of Council on 25 June 2026.
While the investigation identified areas where administrative processes, governance
systems and oversight could be improved, it ultimately did not recommend the institution of disciplinary proceedings against the City Manager arising from the
allegations referred for investigation.
Having considered the report and the findings and recommendations contained
therein, Council resolved not to institute disciplinary proceedings against the City
Manager arising from the allegations investigated.
This brings to conclusion the statutory process initiated by Council in June in respect of these allegations.
It was important that this process was allowed to run its course.
Allegations of misconduct against senior managers must be taken seriously and subjected to proper scrutiny.
This is particularly important where allegations concern the City Manager,
given the responsibilities entrusted to the Accounting Officer and the importance of
that office to the effective governance and administration of the City.
An independent investigation allowed the allegations to be properly tested against the evidence, while also identifying shortcomings requiring attention.
The process has therefore provided Council with an independent basis on which to reach its determination and has highlighted areas where the City’s administrative processes,
governance and oversight can be strengthened.
The City will consider these matters and take the appropriate steps to strengthen its systems and processes.
With this process now concluded, our focus remains on ensuring stability within the
administration and working with the City Manager and the senior management team
to improve service delivery and continue strengthening the City of Tshwane.
