Deputy Mayor of the City of Tshwane and MMC for Finance Eugene Modise
The DA in Tshwane is aggrieved that its motion of no confidence in the City of Tshwane Council chambers against Deputy Mayor Eugene Modise was rejected and has now instructed its party’s attorneys to embark on a process to compel the City of Tshwane Municipality to release the so-called Modise Report, which is a document that allegedly contains damning revelations against Modise regarding his relationship with the City of Tshwane.
The Council meeting was chaired by Ward 16 Councillor Seabelo Marishane last week Thursday.
He was standing in for the incumbent Speaker Mncedi Ndzwanana.
DA Caucus Chief Whip in Tshwane Jacqui Uys sent the following statement to Tshwane Talks to express the party’s discontent regarding the aborted motion of no confidence:
“The Mayor and Speaker of Tshwane’s ANC/ EFF/ ActionSA coalition continue to shamelessly protect the City’s dodgy Deputy Mayor from facing a countability.”
According to Uys, the reasons given for disallowing the motion of no confidence imply that the DA must wait for a report into Modise’s dodgy business arrangements to be first tabled in Council, yet the acting Speaker refused to table the said report.
Uys insists that there is no reason to delay tabling the damning report against Modise as investigations in this regard were completed several weeks ago and leaked to the media.
“The contract between City of Tshwane and Triotic Security company lapsed in February 2025 but was extended without following a competitive bidding process and this resulted in irregular expenditure of R170 million,” she said.
Uys described the services provided by Triotic Security company as mere watchmen (matshingilane in township lingo) because the said security officers are ill-equipped and don’t have the necessary equipment and capability to ensure that the City of Tshwane’s buildings and assets are properly protected.
Triotic Security company, which Uys insists is owned by Modise, doesn’t have a valid contract with the City of Tshwane this means payments made to the company are tantamount to irregular expenditure on a daily basis.
“We believe that if Modise’s interest in Triotic security company had been properly disclosed then the City of Tshwane Municipality would not have extended its contract with the company,” insisted Uys.
“Considered together, Modise’s misrepresentation in failing to declare his interest in Triotic and the prejudice suffered by the City of Tshwane in this regard justifies a criminal charge of fraud against Modise,” she said.
Up until now Modise has insisted that he resigned from Triotic security company after becoming a Councillor and that the company is now owned by his mother.
According to an official in the City of Tshwane Speaker’s Office Vanessa de Sousa, the DA’s MONC was disallowed in terms of Section 19 of the Rules and Orders By-law of 2021 which provides as follows:
The Speaker must disallow a motion of no confidence if in his/her opinion the motion advances arguments, expresses opinion, or contains unnecessary factual, incriminating, disparaging or improper suggestions.
De Soussa said the motion submitted by the DA lacked evidence to support allegations made therein.
“We cannot comment on the contents of a report leaked to the media as we are not aware of it, or its legitimacy or content and the official investigation (regarding Deputy Mayor Modise) will be concluded at the end of November 2025,” she said.
In response to the DA’s attempts to get rid of him, City of Tshwane Deputy Mayor Eugene Modise dismissed allegations against him as well as the aborted motion of no confidence as a ploy by the DA to discredit him.
“The DA is on a campaign trail since announcing its candidate for the 2026 Municipal elections and now that the campaign has lost traction and relevance they now resort to lying.
“Now they are running amok because they have realised that all investigations are not yielding the results that they desire and their MONC (motion of no confidence) was flimsy from the get go,” enthused Modise.
“People lied that I didn’t pay rates and taxes and they blame me for the bill owes by the North West Housing Corporation and when one journalist asked the DA to produce proof of the account that I am alleged to be owing they went AWOL,” said Modise.
