By the leaders of the coalition parties governing the City of Tshwane:
ANC, EFF, ActionSA, ACDP, AIC, DOP, PA, PAC, ATM, and GOOD
The Multi-Party Government of the City of Tshwane extends its collective congratulations to all officials, councillors, and administrators involved in the successful adoption of the
2025/26 Budget.
This budget represents a significant step toward restoring fiscal stability, advancing service delivery, and meeting the growing developmental needs of the residents of Tshwane.
It is a clear demonstration that where there is political will, collaboration, and shared accountability, it is possible to deliver governance that places people first.
The Budget outlines key investments across priority areas, including:
•Upgrades to critical water,sanitation, and electricity infrastructure;
•Increased allocation for informal settlement upgrades and township development;
•Expanded youth employment and skills development programmes; and
•Strengthened financial oversight and clean governance measures.
This outcome was made possible through meaningful consultation, robust debate, and principled compromise between parties that form the Multiparty Coalition Government.
It affirms that coalition governments can work effectively when guided by integrity, transparency, and a shared mandate to serve.
We are particularly encouraged by the commitment to long-term infrastructure renewal, pro-poor budgeting, and inclusive local economic development. These focus areas are essential to building a resilient, responsive and forward-looking City.
The successful passage of this Budget also reaffirms Council’s role in upholding the constitutional principles of accountability and participatory governance.
We call on all stakeholders, including residents, business, civic organisations and oversight bodies to remain active and engaged as we begin the hard but necessary work of implementing this
budget and delivering on its promises.
The Multiparty Government remains committed to ensuring every allocation in this Budget delivers value, impact, and dignity for the people of Tshwane.
Tshwane is working.
Tshwane is moving forward.
