The City of Tshwane Metropolitan Municipality today reaffirmed its unwavering commitment to financial transparency, accountability, and sound governance with the submission of its unaudited Annual Financial Statements (AFS) for the year ended 30 June 2025 to the Auditor-General of South Africa.
This submission marks a critical step in maintaining public trust, reinforcing investor confidence, and demonstrating the City’s determination to align with the highest standards of municipal finance management.
The AFS, submitted on 30 August 2025, provides a full account of the City’s financial health and fiscal performance over the past year.
They include the separate statement of financial position, statement of financial performance, statement of changes in net assets, cash flow statement, and a statement of comparison between budgeted and actual amounts.
In addition, the notes and explanatory information offer a detailed overview of the City’s accounting policies and financial management approach.
Prepared in accordance with the South African Standards of Generally Recognized Accounting Practice (GRAP), and in compliance with the Municipal Finance Management Act (MFMA) and the Division of Revenue Act (DoRA), the AFS reflect the City’s robust internal controls and its efforts to ensure that financial information is presented accurately and free from material misstatement.
This process is not only a legal obligation but also a governance commitment to the people of Tshwane, stakeholders, and investors.
By meeting these reporting obligations timeously, the City strengthens its culture of accountability and builds
confidence in its ability to manage resources effectively and responsibly.
The unaudited AFS have been made publicly accessible through the National Treasury’s website, underscoring the City’s dedication to openness.
This step ensures that residents,
ratepayers, noteholders, and other stakeholders can scrutinize the City’s financial position, fostering a spirit of transparency and inclusivity in governance.
The City has emphasized that the Auditor-General will now undertake an
independent audit process, following which the final audited Annual Financial
Statements will be published.
This independent review is central to ensuring credibility, objectivity, and trustworthiness in municipal financial reporting.
