As part of the commitment to the Mayoral Executive’s 100-day Programme, the City of Tshwane conducted a pivotal handover of the Schubart Park complex to Tsoseletso Consortium on Friday, 31 January 2025, marking the commencement of the transformative West Capital Development Project.
This significant milestone follows the successful settlement agreement between the City and Tsoseletso Consortium, which has now been made a court order.
This agreement marks the end of a long-standing dispute, opening the door to the rejuvenation of the West Capital
Precinct with an investment exceeding R1 billion for mixed-use housing opportunities.
Central to this rejuvenation effort is the refurbishment of the renowned Schubart Park.
The redevelopment will restore dignity to former residents and bring much-needed affordable housing to the inner city.
The Schubart Park complex will feature the refurbishment of four multistorey mixed-use buildings, providing approximately 1 300 units designed to cater to a diverse range of income groups.
The development will also include around 3 500 m2 of retail space along with recreational facilities for residents, further enhancing the vibrancy of the inner city.
The terms of the settlement require continued collaboration between the City and Tsoseletso Consortium to finalise their respective responsibilities, ensuring the timely and successful completion of the development.
The City remains committed to supporting this endeavour.
The City of Tshwane is dedicated to fostering a healthy investment environment and promoting inclusive growth that meets the needs of all residents.
This commitment includes undertaking lawful measures to resolve disputes in the best interest of Tshwane residents.
Through the West Capital Development Project, the City is showcasing the strategic value of partnering with the private sector to repurpose underused and derelict buildings and transform these into affordable housing.
This initiative is a key component of the City’s broader strategy to unlock City-owned buildings for development partnerships, furthering the goal of inner-cityrejuvenation and revitalisation.
By transforming neglected spaces into vibrant, inclusive communities, the City of Tshwane is taking a proactive approach to prevent urban decay and drive spatial inclusion, ensuring a brighter future for all Tshwane residents.
