ANC FACTIONS AT LOGGERHEADS; CONFERENCE POSTPONED

Two factions within the ANC Greater Tshwane Region are at loggerheads and this has led to the cancellation of the regional structure’s conference, which was scheduled to take place from Sunday 30 November to Tuesday 2 December 2025.

The one faction of the regional structure, known as the “Bopha group” consulted its own lawyers to enroll an interdict in the Pretoria High Court to stop the conference from proceeding as scheduled.

“The Bopha group” is allegedly led by Frans Boshielo who is also current MMC for Utilities in the City of Tshwane Municipality.

The other faction is known as ” the Second Term group” and is allegedly led by current Deputy Mayor in the City of Tshwane Municipality Eugene Modise, who is also serving as MMC for Finance in the municipality.

Secretary of the structure George Matjila is also alleged to be in “the Second Term group.”

This group has been dubbed “the Second Term” as Modise and Matjila want to stand for re-election to the regional structures for the second time.

The bone of contention that led to the cancellation of the conference, which is the 12th conference of the regional structure, is that several irregularities took place during branch general meetings which had been convened to elect new leadership structures and delegates who would be going to vote at the now-aborted conference.

It is reported that these irregularities manipulated the whole process of electing leadership structures and delegates, with the purpose of making sure that those going to the elective conference would vote for “the Second Term group.”

Now aggrieved by the said irregularities, “the Bopha group” took the matter to its lawyers who then enrolled the matter in the Pretoria High Court for a possible interdict.

Upon learning that “the Bopha group” has enrolled the matter in court, the ANC responded by writing a letter to “the Bopha group’s” lawyers wherein it announced that the said conference has been cancelled.

Tshwane Talks is in possession of a letter wherein “the Bopha group’s” lawyers acknowledge receipt of a letter wherein the ANC announces the cancellation of the conference pending the finalisation of all disputes and appeals within the ANC’s internal mechanisms.

In response to the announced cancellation of the conference, “the Bopha group’s” lawyers wrote the following to the ANC:

“If any similar conference is convened, rescheduled or proceeds in any form whatsoever without any disputes having been resolved and concluded, our clients hold firm instructions to immediately re-enrol the matter on an extremely urgent basis.”

In conclusion, the lawyers wrote the following:

“We trust that the organisation (ANC) will act within the confines of its own constitutional process and ensure full compliance with the above-mentioned directive to avoid unnecessary litigation.”

Meanwhile, Tshwane ANC Secretary George Matjila released the following media statement:

“The ANC Greater Tshwane Region wishes to announce the cancellation of the 12th ANC Regional Conference which was due to be held from 30 November to 2 December 2025 and the ANC Gauteng Provincial Task Team held a special meeting on 27 November and resolved to cancel the impending Regional Conference.”

The statement further states that the “the ANC Greater Tshwane Region has been given an opportunity (by the Gauteng Provincial Task Team) to convene its conference anytime between 5 to 14 December 2025, and the ANC Greater Tshwane Region will issue an update on the final date of the conference in due course.”

It is worth noting that the ANC statement hides the fact that internal squabbling and faction fighting are the reasons that led to the Provincial Task Team cancelling the conference.
