MMC for Finance in the City of Tshwane Jacqui Uys has revealed that the motivation behind the ANC’s call for a vote of no confidence as spearheaded by its Regional Secretary George Matjila is the cancellation of a waste collection tender this week.
Uys also delved into numerous allegations levelled at Brink by the ANC at its media conference which was held earlier than that of the DA on Friday.
Uys emphasised that the City of Tshwane has made significant progress over the past year and that the City’s audit outcomes have been recognized by ratings agencies as well as the South African Local Government Association (SALGA).
“The municipal Council is actively fulfilling its duties, and the municipal public accounts committee is investigating the misspending of public money dating as far back as 2014 and include the Tribe One music festival scam,” she said.
“Later this month a new vending portal reducing human intervention in supply chain processes will be implemented, and last month the City of Tshwane cancelled a watertankers tender before it could be awarded through corrupt means,” she said.
“The Rooiwaal Wastewater Treatment Plant is being upgraded in collaboration with the national government to provide the people of Hammanskraal with clean potable water.
She pointed out that unclean public spaces and dark streets were being addressed.
“The ANC lacks a legitimate case for a motion no confidence against Mayor Brink as they offer no compelling alternative,” she said while in the process pointing out at “the mess” in Joburg and Ekurhuleni municipalities which she says was caused by the ANC.
“The ANC’s offer in Tshwane hinges on collusion with the EFF, whose agenda is that of looting and self-enrichment,” she said.
“Looters who aim to outloot each other in government, as is the case with the ANC and EFF, do not form a stable and effective government,” said Uys.
Uys pointed out that ANC Secretary General Matjila was upset after a new tender was awarded for waste collection by the City of Tshwane Municipality, and that the tender introduced performance requirements for contractors.
“These requirements include trucks not older than 9 years, tracking devices in trucks, and valid e-Natis documents, and subcontractors must also meet these requirements,” she said.
Uys explained that these new rules led to the termination of 60 % of waste removal contractors as they couldn’t meet the required standards.
In a voice message sent to Tshwane Talks late on Friday evening, DA Tshwane caucus spokesperson Kwena Moloto said the following:
“The ANC’s announcement of a motion of no confidence in Mayor Cilliers Brink has nothing to do with service delivery but everything to do with ANC financial interests.”
Moloto elaborated that the DA-led multi-party coalition has made significant strides in implementing tighter financial controls, thus curbing corruption.
“The cancelled waste removal tender has been a feeding trough for the ANC-aligned businesspeople for many years now and the DA obviously anticipated resistance by people like Matjila in this regard,” said Moloto.
“On Tuesday 16 July 2024, ANC Tshwane Regional Secretary George Matjila informed MMC for Finance Jacqui Uys about his dissatisfaction with changes regarding the waste collection tender,” said Moloto.
“Matjila told Uys that the ANC won’t be undermined and that it would bring a vote of no confidence in Mayor Brink,” said Moloto.
“Subsequently on Wednesday 17 July MMC Jacqui Uys opened a case at Groenskloof police station against Mr Matjila and 48 hours later Matjila announced the motion of no confidence in Brink” said Moloto.
Moloto stressed that the ANC in Tshwane has once again acted against the national mood as many South Africans would have found comfort in President Cyril Ramaphosa’s words at the opening of Parliament when he said creating stability at local government level was at the core of the Government of National Unity’s mandate.
“However, Ramaphosa’s words ring hollow in Tshwane where an organisation that he (Ramaphosa) leads attempts to remove the DA-led coalition in Tshwane, as it has successfully fought against corruption,” said Moloto.
