The Department of Human Settlements has officially handed over title deeds to
residents of New Eersterus in Hammanskraal, marking a deeply significant milestone for families who have waited decades for formal recognition of their property rights.

The handover was led by the Minister of Human Settlements, Thembi Simelane
MP, together with the Gauteng MEC for Human Settlements, Tasneem Motara
MPL, and the City of Tshwane MMC for Human Settlements, Ald Aaron Maluleka.

The beneficiaries, drawn from New Eersterus Proper as well as Extensions 4 and 6, first occupied the land in 1966.

This ceremony represents a historic moment in the long journey to formalise property ownership in the community and to provide residents with legal certainty and dignity through secure tenure.

The initial phase of the programme was implemented in 2017, when residents of
Extensions 1, 2 and 3 received their title deeds. The completion of the remaining phases was subsequently delayed by a range of technical challenges, including beneficiary verification processes, infrastructure considerations and compliance
requirements linked to the Spatial Planning and Land Use Management Act
(SPLUMA).

These matters have now been fully resolved, enabling the lawful
registration and issuance of title deeds to qualifying beneficiaries.

Today’s event marks the handover of the first batch of title deeds for this section, with further handovers to follow.

It signals the beginning of a broader, ongoing process to ensure that all qualifying residents of New Eersterus receive proof of lawful ownership.

The Department of Human Settlements reaffirmed its commitment to restoring dignity and strengthening communities
through security of tenure.
