ActionSA is thrilled by the City of Tshwane’s council decision to adopt the outcomes of the feasibility study on the insourcing of security guards and cleaners.
This move represents a significant step towards realising our longstanding commitment to insourcing as a key policy objective.
Even before our participation in the council, we have been advocating for insourcing, emphasising its importance in improving the lives and welfare of essential workers.
We have consistently prioritised insourcing without engaging in political manoeuvring, recognising the profound impact it will have on the city and its workforce.
The feasibility study outcomes provide a clear roadmap for reducing reliance on contracted services such as cleaning, security, water tankers, and waste collection.
This will lead to minimising interactions with tenderpreneurs and restoring dignity to security and cleaning personnel within Tshwane.
Of paramount significance is the council’s commitment in the 2024–25 budget, which will see the addition of funds allocated for the building’s in-house capacity for cleaning services.
The exact number of cleaners to be employed by the city will be dependent on the outcome of a needs analysis.
Furthermore, the city manager has been mandated to compile two reports with reference to, specifically, security personnel. This report should be completed in 60 days and submitted to the Mayoral Committee.
The reports will need to consider the technical needs assessment of the city on security of assets and the kind of security measures needed to ensure city infrastructure is kept safe, with the second report looking into the implications of the first insourcing of security personnel in 2019.
